Deutscher Industrie- und Handelskammertag

Der Deutsche Industrie- und Handelskammertag (DIHK) ist die Spitzenorganisation der 82 Industrie- und Handelskammern. Alle deutschen Unternehmen im Inland – ausgenommen Handwerksbetriebe, freie Berufe und landwirtschaftliche Betriebe – sind per Gesetz Mitglied einer Industrie- und Handelskammer.

Folglich spricht der Deutsche Industrie- und Handelskammertag für über drei Millionen Unternehmer. Mitglied in der Kammerorganisation sind Unternehmen aller Größen und Branchen: der internationale Konzern ebenso wie der mittelständische Inhaber-Unternehmer. Das verleiht dem DIHK als Spitzenorganisation hohes politisches Gewicht. Er ist nicht die Vertretung einer bestimmten Gruppe von Unternehmern, sondern Repräsentant der gesamten gewerblichen Wirtschaft in Deutschland.

Die Industrie- und Handelskammern (IHKs) – das sind die Unternehmen selbst. Auf den knappen Satz reduziert, lässt sich die besondere Aufgabenstellung der 82 IHKs für die gewerbliche Wirtschaft in Deutschland sehr anschaulich darlegen.

Die IHKs vertreten das Interesse ihrer zugehörigen Unternehmen gegenüber den Kommunen, Landesregierungen, regionalen staatlichen Stellen und durch den DIHK gegenüber der Bundesregierung und der Europäischen Kommission. Der Staat hat den IHKs eine Reihe von Aufgaben übertragen, die er selbst erfüllen müsste, gäbe es die IHKs nicht. So kommt es, dass die IHKs heute Ursprungszeugnisse und Carnets ausstellen, Prüfungen bei der Berufsbildung abnehmen oder neuerdings auch Öko-Standorte registrieren, Sachverständige vereidigen, gutachterliche Tätigkeiten für die staatlichen Verwaltungen und für die Gerichte durchführen, bei der Bestellung von Handelsrichtern mitwirken, ebenso bei den Handelsregistereintragungen. Die IHKs sichern darüber hinaus eine „Grundversorgung“ mit notwendigen Wirtschaftsinformationen für die ihnen zugehörigen Unternehmen.

Die IHKs sind eigenverantwortliche öffentlich-rechtliche Körperschaften; andererseits aber dennoch keine Behörden. Sie sind eine Einrichtung der Wirtschaft und wichtigster Interessenvertreter der gesamten gewerbetreibenden Unternehmen in ihrer Region. Sie nehmen nicht nur öffentlich-rechtliche Aufgaben wahr, sondern stehen ihren Mitgliedsunternehmen auch als direkte Berater oder sachkundige Makler in vielen lokalen, regionalen und überregionalen Angelegenheiten der Wirtschaft zur Verfügung oder aber über den DIHK auch auf Bundesebene und über internationale Organisationen.

Der Aufbau der IHKs ist demokratisch: Die Mitglieder der regionalen IHK wählen die Vollversammlung als ihr Unternehmerparlament. Bei der Wahl hat jedes Unternehmen, unabhängig von seiner Größe, gleiches Stimmrecht. Die Vollversammlung ihrerseits wählt aus ihrer Mitte den Präsidenten und das Präsidium, und sie bestellt den Hauptgeschäftsführer.

Alle Unternehmen müssen einen Pflichtbeitrag zu ihrer IHK leisten, der an die jeweilige wirtschaftliche Leistungsfähigkeit des Mitglieds gebunden ist. Ein besonderer Vorteil der gesetzlichen Mitgliedschaft liegt darin, dass die IHKs alle Branchen und Betriebsgrößen gleichermaßen vertreten – vom kleinen Lebensmittelhändler „an der Ecke“ bis zum multinational tätigen Konzern. Jeder Betrieb hat nur eine Stimme; alle haben gleiche Rechte.

Ihre Beiträge sichern die wirtschaftliche Unabhängigkeit ihrer IHKs vor Einzelinteressen und vor allgegenwärtiger staatlicher Einflussnahme.

Heute wird viel vom „neuen Selbstverständnis“ der Industrie- und Handelskammern gesprochen bis hin zur populistischen Forderung, die Pflichtmitgliedschaft der Unternehmen müsse fallen. Dabei bleibt gewöhnlich ein wesentlicher Gesichtspunkt unberücksichtigt, nämlich die unverzichtbare Unabhängigkeit von Einzelinteressen durch die Mitgliedspflicht der Gewerbetreibenden und die außergewöhnliche Effizienz der Selbstverwaltung. Der Staat würde gewiss nicht schlanker, wenn er die derzeitigen IHK-Aufgaben rückübertragen bekäme. Denn auch die beste und sparsamste Behörde wäre nicht in der Lage, die Pflichtaufgaben der unternehmensnahen IHKs zu gleichen Preisen in gleicher Qualität zu erbringen. Anders als der Staat können sich nämlich die IHKs bei der Bewältigung ihrer Aufgaben vor Ort auf ein Heer von ehrenamtlichen fachkundigen Helfern aus der Wirtschaft stützen.

The Federation of German Wholesale and Foreign Trade

The BGA (Bundesverband des deutschen Groß- und Außenhandels e.V.), the Federation of German Wholesale and Foreign Trade, is the leading organisation for the wholesale, foreign trade and service sector in the Federal Republic of Germany. It was originally founded in 1916, and re-founded after the Second World War (1949).

Structure of the BGA

Currently the BGA consists of 28 regional employers‘ associations, primarily responsible for wage policy. In addition, there are 51 branch associations covering the entire spectrum of wholesale and foreign trade. The BGA itself is a member of various economic associations at the German and European levels.

Since membership of the BGA is absolutely voluntary, it is completely service-oriented. Furthermore, the BGA is entirely independent of the government. The BGA head office in Berlin is managed by a Secretary General who nurtures good relations with policy-makers, other leading associations and international organisations, and co-ordinates the activities of the following eight main departments: Department for Fundamental Decisions, Public Relations, Foreign Trade, Collective Bargaining and Social Policy, Law and Competition, Taxes and Finance, Agriculture and the Environment, Transport, Logistics and Communications.

Main goals and tasks

In collaboration with its members the BGA in its capacity as the leading organisation in its sector exercises influence on legislation by working with the German Bundestag, government and relevant ministries. Another main task of the BGA is to inform members in a timely manner about new developments as well as about legal and regulatory changes. Representation and information activities on behalf of our members range from the foreign trade area – for example changes of tariffs, import quotas, foreign trade law etc. – to collective bargaining and social policy. The BGA often comments on laws or draft legislative bills in order to help members to manage difficulties which may arise.

Industrial Investment Council

The Industrial Investment Council (IIC) is an investment promotion agency focusing on eastern Germany, offering free-of-charge consulting and project management services for all industry sectors.

Eastern Germany has long been a region known for innovation and development, especially in certain key industries. The emergence of several important clusters, such as in the automotive, life sciences and chemicals, technology, and services industries, make the region attractive to international investors. Their mission is to create jobs in eastern Germany. They assist companies with investing in the region and support them in identifying the best choices for success. Founded in 1997, the IIC’s stakeholders are the German Federal Government and the six eastern German states, sometimes also known as the New German States.

The IIC Value-Added Solution

The IIC acts as a link between investors, industries, and the government in eastern Germany. Their services include providing assistance in areas such as strategy planning, market research, competitive data compiling, location assessments, site visits and selection, partner identification, financial incentives advising, resourcing human capital, general negotiations, permit applications and overall project management.

The IIC’s core competence stems from its strategists and consultants who counsel companies from industries such as automotive, pharmaceuticals and life sciences, technology, services and manufacturing. Regional experts with local market insight based in New York, San Francisco, Detroit, London and Tokyo, and senior advisors with in-depth industry knowledge support its staff of 30 professionals in Berlin.

Supervisory Board

The IIC is advised by a supervisory board whose members represent reputable international companies such as General Motors, BASF, KfW, Siemens and Goldman Sachs. In addition, the economic ministers of the six eastern German states and the Minister for Infrastructure, Building and Housing (who is also the Coordinator for eastern Germany) serve on the board.

Clients and References

Since its inception, the IIC has successfully assisted 91 international investors in expanding into eastern Germany, which in turn has contributed to the direct creation of about 16,500 jobs.

The investment volume that the IIC has directed into the region stands at about 4.1 billion euros. Among the recent investors are Mitsui, Oracle, Vestas, Nanometrics, BMW, and Citrico.

Technologieförderung in Bayern

Die Bayern Innovativ GmbH wurde 1995 von der Bayerischen Staatsregierung initiiert und gemeinsam von Politik, Wirtschaft und Wissenschaft als Gesellschaft für Innovation und Wissenstransfer mit Sitz in Nürnberg gegründet.

Bayern Innovativ konzentriert sich in ihrer Tätigkeit auf 10 zukunftsorientierte Technologien und 10 wichtige Branchen der bayerischen Wirtschaft.

Bedeutung der Innovation

Für die Wirtschaft ist entscheidend, dass Forschungsergebnisse und neue Erkenntnisse nicht dort bleiben, wo sie entstehen, sondern dorthin gelangen, wo sie in vielfältiger Form kommerziell genutzt werden können. In gleichem Maße ist es wichtig, in der Wirtschaft erkannte, marktnahe Entwicklungschancen aufzugreifen und technologie- und branchenübergreifend Kooperationspartner zusammenzuführen. Dies eröffnet neue Kombinationen von Wissen, Erfahrungen und Ideen. Daraus resultieren häufig Konzepte für neuartige Produkte und Verfahren mit hohem Innovationsgrad.

Diese Prozesse zu unterstützen, ist Kern innovativer Wirtschaftsförderung, denn Innovationen stärken bestehende Märkte, erschliessen neue Marktsegmente, führen zu neuen Betrieben und schaffen neue Arbeitsplätze.

Bayern Innovativ

Bayern Innovativ konzentriert sich in ihrer Tätigkeit auf 10 zukunftsorientierte Technologien und 10 wichtige Branchen der bayerischen Wirtschaft. Hierzu zählen: Automobilindustrie, Medizintechnik und Pharma, Energie, Life Sciences, Logistik, Elektronik/Mikrotechnologie sowie Bau, Holz, Neue Werkstoffe, Textil, Umwelt.

Durch intensiven Kontakt zur Wirtschaft und ausgeprägte Kundenorientierung ist sie Motor für die Intensivierung und Ausdehnung der Technologie und Branchen übergreifenden Kooperation in der Wirtschaft sowie den projektorientierten Technologie-Transfer zwischen Wirtschaft und Wissenschaft.

Die Gesellschaft finanziert sich sowie von ihr initiierte Technologie-Transfer-Plattformen aus einem jährlichen Grundbudget in Höhe von ca. 3,8 Mio € aus der Gewinnverwendung von Privatisierungserlösen des Freistaates Bayern. Zusätzlich akquiriert sie Projektmittel und erzielt eigene Einnahmen durch Projektträgerschaften, durch Teilnehmergebühren für Veranstaltungen im Technologie-Transfer sowie aus erbrachten Dienstleistungen. Das Gesamtbudget liegt zur Zeit bei ca. 8 Mio €.
