Commission Report (2002): Latvia
As required by the Action Plan, progress was made concerning alignment
with the telecommunications acquis through the adoption of the Law on
Telecommunications in November 2001. Preparation for enforcement is on track.
Little progress was achieved however as regards further liberalisation of the
telecommunication market. The establishment of the regulator in October 2001
was an important step to ensure further independence. In line with the
requirements of the Action Plan, the number of staff has increased, but
efforts have to continue in this field. Only little progress was made
regarding alignment and to ensure implementation of postal legislation. Thus,
the Accession Partnership priorities in the area of telecommunications and
information technologies have been partially met. The time schedule set in
the Action Plan is being largely respected.
