In the meantime, through the entry into force of the Treaty of Amsterdam
in May 1999, the political criteria defined at Copenhagen have been
essentially enshrined as a constitutional principle in the Treaty on
European Union. Article 6(1) of the consolidated Treaty on European Union
reads: ``The Union is founded on the principles of liberty, democracy,
respect for human rights and fundamental freedoms and the rule of
law''. Accordingly, Article 49 of the consolidated Treaty
stipulates that ``Any European State which respects the principles set
out in Article 6(1) may apply to become a member of the Union''.
More recently, these principles were emphasised in the Charter of
Fundamental Rights of the European Union, that was proclaimed at the Nice
European Council in December 2000.
