Commission Report (2002): Poland
In Poland minorities continue to be protected and their
rights respected, and Poland has previously ratified the Council of Europe
Framework Convention for the Protection of National Minorities. In July 2002
Poland submitted its first State report on the implementation of the
Convention.
A unit in the Ombudsman's Office monitors the protection of foreigners
and the rights of national minorities. The number of complaints in this area
continues to be very small, although it is not clear whether this is because
the unit is new or it is perceived that there is little to be gained by
complaining.
The 2001 Regular Report noted the encouraging signs with respect to
measures to alleviate the difficult social situation of the Roma community,
which is estimated to consist of between 50 000 and 60 000 persons. These
good intentions have not, however, fully survived the transition into
practice. The pilot project has been launched, but budgetary difficulties
have placed severe limitations on the elements of the project which have been
undertaken to date.
