Commission Report (2002): Poland
Preparations for the internal energy market have continued although
further efforts will be needed to complete the alignment with electricity and
gas directives and to ensure that price distortions are eliminated. Efforts
to restructure the gas sector need to be stepped up. The alignment with the
oil stock requirements in a non-discriminatory and transparent manner
continues and there has been progress towards ensuring the actual
constitution of stocks, including the necessary investments, towards the
level of 90 days. Some measures have be been taken to improve energy
efficiency and promote the use of renewable energy sources. The first steps
towards strengthening the relevant institutions in this area have been taken
as set out in the Action Plan; this comprises the identification of the body
responsible for transmitting information to the Commission. However, there
have been some delays in the adoption of the necessary implementing
legislation. The recommendations contained in the Council report on ``Nuclear
Safety in the Context of Enlargement'' are being addressed. Overall,
the Accession Partnership priorities in the energy sector have been partially
met. Implementation of the measures under the Action Plan is under way.
