Act on Self-Government of Upper Regional Units

(Act of the National Council of the Slovak Republic No. 302/2001 Coll. on Self-Government of Upper Regional Units)

The Act regulates upper regional units.  These units are legal entities which administer with their own property and with their own incomes autonomously. The Self-government region (the ``Region'') is an autonomous regional self-administrative and administrative unit of the Slovak Republic. The following eight Regions are being established: Bratislava, Trnava, Trenèín, Nitra, ilina, Banská Bystrica, Koice and Preov.

A Region can co-operate with regional administrative units and with authorities of foreign states on the basis of agreement on international co-operation.  Certain tasks of state administration can be transferred onto regional bodies. The state provides necessary financial and other support to Regions for this purpose.

A Region issues generally binding orders which may not be in contradiction with the Constitution, constitutional acts, international treaties and other generally binding regulations. Another form of decision-making process in a Region is referendum.

This Act comes in force on the day of elections into bodies of Regions in 2001.
