Slovak Financial Law News 2004Notification on Conclusion of the North Atlantic TreatyNotification of the Ministry of Foreign Affairs No. 301/2004 Coll. on Conclusion of the North Atlantic Treaty Pursuant to Article 7 para. 4 of the Constitution of the Slovak Republic No. 460/1992 Coll. as amended (``Slovak Constitution'') the effectiveness of international treaties of military nature requires the consent of the National Council of the Slovak Republic (``Slovak Parliament'') prior to its ratification. The Slovak Parliament granted its consent with the North Atlantic Treaty by its decision No. 237 dated 10 April 2003. The President of the Slovak Republic executed the letter on accession of the Slovak Republic to the North Atlantic Treaty on 22 April 2003. Under Article 10 of the North Atlantic Treaty, the state that was upon unanimous consent notified by the parties thereto to accede to this treaty shall effectively become a party thereto upon deposition of the letter on accession with the Government of the United States of America. The letter on accession was deposited with the Government of the United States of America on 29 March 2004. As the above notification of the Ministry of Foreign Affairs of the Slovak Republic stipulates, the North Atlantic Treaty became effective for the Slovak Republic as of this day. Since the North Atlantic Treaty represents, pursuant to provision of the Article 7 para. 5 of the Slovak Constitution such international treaty, binding upon the Slovak Republic, for the execution of which an act of law is not required, it shall pursuant to this provision prevail over the laws of the Slovak Republic.
