Amendment to the Act on Ground Communications Traffic

Act No. 73/2002 Coll. amending and supplementing the Act of the National Council of the Slovak Republic No. 315/1996 Coll. on Ground Communications Traffic

The amendment of the Act on Ground Communications Traffic established a duty for vehicles to have the lights on during the period from October 15$^{th}$ till March 15$^{th}$ when driving all day long.

According to the amendment to the Act on Ground Communications Traffic, a permission of the respective district authority of the Police Forces defining the route, time and other conditions necessary for provision of safety and continuousness of ground traffic is required for use of specific motor vehicles, except for the tractors mandatory attached with the registration code label, at the ground traffic, except for the traffic on the 3rd class roads, local communications and functional communications.

According to the amendment of the above Act, the road administrator is allowed to remove a vehicle left on the road, including sidewalks, at the costs of its operator, if this vehicle is:

(a)
left at the place, where stoppage or waiting is forbidden and the vehicle makes a barrier for the ground traffic,
(b)
not attached with the registration code label and it is subject to the registration duty or it is left without a readable imprinted name, surname and permanent address, or without a name and seat of the holder placed at viewable place on its right side except for double-wheel vehicles. This principle shall apply also if the vehicle does not make a barrier for the ground traffic.

Furthermore, the amendment exactly states that in the case of execution proceedings or execution of decision under a special regulation against an owner or holder of vehicle, the district transportation authority will not perform any change of vehicle-holder nor a vehicle owner data change.

This Act is in force from the day of its publication, i. e. 22 February 2002.
