Act on Approximation Orders of the Slovak GovernmentAct No. 19/2002 Coll. enacting the Conditions for Issue of Approximation Orders of the Government of the Slovak Republic The latest amendment to the Constitution of the Slovak Republic (the Act No. 90/2001 Coll., amending the Act No. 460/1992 Coll., the ``Constitution'') has changed the Article 120 para. 2, allowing the Government of the Slovak Republic (the ``Government'') to issue orders necessary for the implementation of the Association Agreement with the European Communities and their member states. The authorisation also included the implementation of certain international treaties. The approximation decrees of the Government (the ``Approximation Decrees'') may impose obligations as well. This is an extension of the previous principle of imposing obligations only by law (i.e. legal regulations adopted by the National Council of the Slovak Republic), based on law and within the limits set out by law, while maintaining fundamental rights and freedoms. An Approximation Decree may not regulate the fundamental rights and freedoms, the state budget and other issues left by the Constitution for a statutory regulation. An Approximation Decree may not be issued for purpose of creation of a state administrative body. The Government is authorised to issue Approximation Decrees for the implementation of the acquis communautaire in these areas:
