Commission Report (2002): Czech Republic
As announced in the Commission's 2001
Enlargement Strategy, in spring 2002 the Commission and the Czech Republic
jointly developed an Action Plan to strengthen the Czech Republic's
administrative and judicial capacity, on which a common understanding was
reached in April. The revised Accession Partnership adopted in January has
served as the point of departure for this exercise.
The purpose of this Action Plan is to identify jointly the next steps
required for the Czech Republic to achieve an adequate level of
administrative and judicial capacity by the time of accession, and ensure
that all necessary measures in this regard are taken, providing the Czech
Republic with targeted assistance in areas that are essential for the
functioning of an enlarged Union. As such, the Action Plan is a key tool for
meeting the common objective of the EU and the Czech Republic, i.e. to ensure
that the Czech Republic's preparations for accession take place as
effectively as possible within the planned timeframe.
The implementation of the Action Plan is reviewed in Part D of this
Report.
