Commission Report (2002): Czech Republic
The legislative framework for public internal financial control has been
completed. The concept of managerial accountability remains to be
implemented. As foreseen in the Action Plan, internal audit units with
adequate functional independence have been set up in all bodies of central
administration, with the central unit in the Ministry of Finance responsible
for the co-ordination and harmonisation of the methodology for financial
management and control, the drafting of audit manuals and the training of
staff.. The reinforcement of the Public Prosecutor`s office to strengthen the
fight against fraud, as foreseen in the Action Plan, is underway. As regards
the protection of the Communities' financial interests, first steps have
been taken to implement the co-operation agreement between OLAF and the
Public Prosecutor`s office. As foreseen in the Action Plan, efforts to ensure
the correct use, control, monitoring and evaluation of EC pre-accession
funding have been continued by the Supreme Audit Office. The Accession
Partnership priorities in the area of financial control have been largely
met. Implementation of the measures under the Action Plan are on track.
